When system is going down for patching or some critical activities are going on , it always advisable to keep users informed about whats happening .This can be done by sending broadcast emails to all the users . But there is one more way though which users can be informed . This article shows how to keep users updated 
1) How To Set up Downtime Schedule in APPS, so that users are aware of this at the time they try to log in .
System Administrator - > Oracle Applications Manager - > OAM Setup
Clik on Site Map
Click on Maintenance - > Manage Downtime Schedules
Click on Schedule Downtime
Fill in the Relevant details
After that when you log in you will see the message on the login screen

This looks good! I have a further question I wonder if you can help me with? Example - If you have taken the full database and app down to do an Upgrade/patching etc. Can you recommend any solution to bring the system back up and only allow a select number of testers back into the system? We have used end dating the user account via APIs, however there must be smarter way to do this? Any suggestions?

Unfortunately I can't see the the snapshots you have provided and PDF is not working either. Could you mention on what version on applications your example is based ? I can't seem to find above said navigation path on 11.5.10.2.
